Abstract

School district organization has never been regarded as static and permanent-as a sacred entity that should not be changed. Quite to the contrary, it has been looked upon as a governmental device through which people can work together in organizing, supporting, controlling, and operating their schools. When it serves its function well it has been satisfactory. When it has not been able to do the job for which it was created it has been modified. This position suggests that the examination of a school district to determine its adequacy is a desirable process. Considerable research has been done relative to the problems and characteristics of inadequate school districts.
