Abstract

School district reorganization is an ongoing process intended to enable school districts to best satisfy educational needs. Urban, suburban and rural schools encounter certain similar problems while attaining a district's optimum organization; not all are educational in nature. Peshkin (1982) suggests the school is a highly important focal point of community and personal identity. Considering such potentially significant emotions, it is not difficult to visualize community resistance to a school closing.
