Abstract
This report examines how Suspicious Activity Reporting (SAR) platforms are designed across U.S. states. The goal of this analysis is to understand how accessible and easy-to-use platforms are to the public, what information is required to submit a report, and how reporting processes vary across states. By identifying strengths and weaknesses in these themes, this report is intended to support policymakers, practitioners, and system designers in improving public reporting mechanisms to enhance early identification of extremist threats.
