Abstract
To understand any system of education one must understand the people who created it: their land, history and culture. Each system of education is a reflection of its own culture. It is dangerous to generalize concerning any system of education without an exhaustive understanding of its culture. While problems appear much the same in other countries, the answers that are worked out in response to them often differ widely.
