Abstract
The best education is that which does most to enable each student to develop his abilities and to serve society. Education must, therefore, be appropriate to the needs of each pupil and to the needs of society. But students are individuals, student bodies are constantly renewed, and society is ever-changing. It follows that education must be dynamic and diverse. High quality in education implies never-ending evaluation, adaptation, and improvement. Evaluation of such an enterprise is complex.
