Abstract
The national goal of American public education is universal education. Therefore "no individual or group, for any reason whatsoever, is to be barred from equal access to standard opportunities." Since 1934 and Brown vs. Board of Education, the United States Supreme Court has declared that this national goal can only be and must pursued in desegregated schools.
