Abstract
Anticipating the needs of pre-school children in Title I Areas in Omaha, Project Head Start, a federal program under the supervision of the Office of Economic Opportunity, was introduced in the summer of 1965. This project was developed as a result of the interest in a national program to enable impoverished areas to function successfully in school. The program was based on the theory that a positive exposure to a formal educational setting prior to entrance into the school system would provide some compensatory education benefits which might lead to a more effective elementary school experience.
