Abstract
"For too many years school governance has been benevolently paternalistic at best. At worst it is highly authoritarian. . ." This statement by William G. Zimmerman, Jr. is an apt description of the manner in which many school authorities have exercised their disciplinary function particularly regarding suspension and expulsion of students.
