Abstract
One of the most important decisions concerning special education, in the last 20 years, has been the passage of the Education for All Handicapped Children Act (EAHCA) in 1975, more commonly known as P.L.94-142. Even more specifically was the principle known as the mainstreaming mandate requiring that appropriate education be provided to all children with handicaps in the least restrictive environment at no cost to the parents.
