Abstract
When Victoria was Queen of England, the intelligentsia and the skilled politicians did not comprehend the problems of a whole sector of their own nation, the British working class. By the mid-nineteenth century, the middle class had attained acceptance, although not complete respectability, while the workers were still enchained in political and economic bondage.
