Abstract
The project undertaken is essentially the tracing of the development of the Napoleonic police system under the direction of Napoleon's great Police Minister, Joesph Fouche. A by-product of the research and ultimate writing of this paper appeared in a growing appreciation for the importance of institutions, as opposed to personalities, in the development of history.
