Abstract
In the course of forming the setting for a thorough discussion of the history of the chemical dispute, the historical circumstances in which the problems developed must be brought to light. Problems resulting from the changes in the course of the Rio Grande River must be viewed as the affected the whole picture of Mexican-United States relations during the last century.
