Abstract
John Dewey advocated that each child was". . . entitled to equal opportunity of development of his own capacities, be they large or small in range . . ." (Dewey, 1937). Certainly equal educational opportunities have advanced in the time since 1937, but for the handi-capped, the opportunities were not mandatory on a national level until the United States Congress passed Public Law 94-142 in 1975.
