Abstract

The Center for Prevention Partnership and Programs (CP3) is the arm of the Department of Homeland Security (DHS) that works to prevent acts of targeted violence and terrorism (TVT). This is accomplished through partnering with local and state organizations, law enforcement agencies, and universities to construct prevention frameworks, best practice reviews, and innovative solutions to attempt to make the United States safer from individuals who are at risk for radicalizing toward violence. For these organizations, CP3 provides technical, financial, and educational assistance. Beyond that, community partners work to find develop programs and execute solutions that are specific to the needs of their respective regions. This is important in the space of TVT because different communities have different needs that would not be applicable nationwide.

This current effort outlines the history of CP3, why it was founded, and why DHS prioritizes partnering with community programs. The goal of this research is to examine findings from the various types of funded programs across 2016, 2020, and 2021, differentiated by geography. These years were selected because they are the only years in which approved grant funding information is publicly available. The CP3 program has continued to receive increased budget funding and so an evaluation of programming effectiveness is necessary. The DHS wants to ensure grant money is appropriately designated toward programs that have been shown to prevent targeted violence and terrorism across the United States. Our goal is to optimize funding to make sure that the grant has the most impact across the country.
